Every time a story (or any other text block window I guess) window is redrawn, different random tokens are chosen as the bullet points.

You can replicate it in 5E on the latest build (2020-07-02) by


loading the DMG,
no extensions,
no themes, and
going to the DMG reference,
going to "Know Your Players
resize the width of the window and watch the bullet points dance



It's more obvious in other themes because instead of black circles and rectangles you can see they're actually random tokens/portraits being loaded as bullet points.

I've been seeing something similar for awhile now. 5e, Simple Brown Theme, Druid Wild Shapes, Roll For Initiative Addon (but I see it without those addons as well), 07-02 Build. This picture is from Storm King's Thunder, 03.10.05 Othovir's Quest:

I didn't realize until just now that they were random tiny icons, I just thought it was glitchy graphics, but it's definitely icons as matjam said.
