2E - Npcs rolling d20 for init but PCs rolling d10

I cant figure this out, played several games now, messed with the options under settings.
But Players never roll more than a 10 but npc will/can. (auto-initive)

What am I missing?

Can duplicate in both classic and unity by:
1) take PC - drag to CT
2) take goblin drag to CT
3) start a round

NPCs have size modifiers. PCs do not, they use weapon/spell casting speeds which CAN take it above 10. NPCs can use weapon/spells and those modifiers will be used in place of size modifiers.
