On my players combat tracker, they get the running man looking icon, instead of cards.

What does that icon designate, it is named indicator_flag.png....so what is it indicating?
Gonna throw another question out there, maybe someone in this forum will know before I post in another.
When a person modifies or creates extensions that change graphics (icons or fonts), does FGU overwrite the graphics in memory, or load all of it into memory, the old and the new graphics?
I understand loadorder, but I was curious about the memory usage.
