Hello,
On french keyboards (AZERTY), you need to press shift to access to numbers. When you press CTRL+SHIFT+<n> on french keyboard, nothing happens. If you don't press SHIFT, it doesn't work either.
It's seems impossible to use keyboard shortcut with a french keyboard (and perhaps others), if with the localised keyboard you need to press an other key (alt, opt, command) and if it's not required on the US keyboard.
The problems does not occurs on windows under parallels (it's specific to mac os X version).

OS : MacOS Mojave (10.14.6)
