Is this doing anything? I notice the encumbrance total increases as items are added to inventory but I dont see it affect anything.

It's not supposed to affect anything, I think. It gives you the information how much weight you're carrying, so you can decide what's happening. If you're encumbered your character could be "slowed", but even that wouldn't do anything mathematically on the sheet. I'm not 100% sure on this, but from my experience, the encumbrance is just there as an information.
