Is there a D20(Dungeons and Dragons) skills xml file out there and if so where can I get it?
My guess is that I will have to create a custom XML file for this.

What are you looking for that isn't included in the d20 ruleset that comes with FG? For $5 Digital Adventures has a Complete SRD product that includes additional stuff beyond the base d20 ruleset. Seems like a fair trade to the time you would sink in trying to figure it out yourself.
