Wounds =0, Wounds +3 Not Work?

Create a creature ability called Lieutenant that applied the following effect:

[Wounds +3]

I tried it and it worked. Today I entered and did not go. I've tried it with = instead of +, but it doesn't work either. Have you changed anything about it?
