RM2 Question

My group plays RM2, and I have a question about Minimum Maneuver Penalty:

Can Plate AT 20's Min.Mv.Pen be reduced by 40, from -45 to -5, as per Mystic Armor Spell List's spell Maneuver IV?

We also play Spacemaster mixed in, and Powered Armor AT 20's Min.Mv.Pen is -30 ... does that spell make it +10, or it stops at 0 ?

I appreciate any insights to this =)

Searched high and low and can’t find a reference for this spell.
What book, or profession has this spell?

Did not find the spell as well, however in any case a penalty should not be reduced into the positives as far as I am concerned, therefore best result in any case should be +0.

In Rolemaster Companion VII, page 102 and strubbel is right: should be +0

“Reduces” penalties, so can never go above ‘0’.
