How to attack multiple targets as Pc.

As dm you simply select targets by ctrl+clicking tokens and use area of effect spell or something. Fg throws all necessary attack/saving throws.

As pc you can select multiple targets, but when you use AoE action FG is not doing all the necessary throws. Why?

It should do.

Make sure that you have the option Target: Remove on Miss set to multi.
