How to code Conquering Presence

Hi there. Does anyone know how to best code for the Conquering Presence Channel Divinity for the Oath of Conquest paladin? The only thing i can think of is creating a power that makes targets take a WIS save and then create a separate effect that gives targets the frightened effect. This would mean I'd still have to go through and unselect those tokens that passed the save before supplying the frightened effect. So any thoughts? Ps sorry for the novel sized message but I get this ability at next level and I want to get ahead of this

As noted on Discord, make sure that you have the option Target: Remove on Miss set to 'multi'. This way when a target succeeds on a saving throw FG notes which targets failed and which suceeded and so the effect will only be applied to those that failed. You don't need to do anything for this to happen.
