Connected players not using loaded theme

During my recent playtests I have noticed that my players are not loading into the theme that I have loaded. I haven't seen this listed as a known bug or unimplemented feature. Is there a setting or something I need to change? Or do player's have to select their theme themselves?

Known issue. Dont know the number though. This will occur with any extensions that the player do not have local copies of.
