If almost all of my tokens are in GIF format what is the best option?

Almost any image program should be able to handle the process itself, the tricky part is setting up a batch process so you don't have to convert every image manually.

I did a trial run with this <1 MB tool (https://sourceforge.net/projects/bulkimageconver/) (no installation necessary) and it seems to have worked.

I use irfanview to do these kinds of mass conversions (its free). https://www.irfanview.com/ There is an option in the thumbnail viewer to do batch conversions. you can change formats, sizes, lots of things.

I use GIMP with the batch mode plugin to handle these. I had to resize a lot of my tokens a while back and it was a life saver.
