I do not have a PayPal Account, so am unable to cancel my subscription through PayPal.
Smiteworks and Fantasy Grounds Support were emailed back in July to close my account.
The request was ignored and monthly subscription charges continue.

Who do I have to talk to to cancel my account?

I just saw your support e-mail come through about 15 minutes ago, but I couldn't find any previous e-mails in my support e-mail history from you. We always respond to all e-mails to let people know we got their support message; especially for unsubscribe requests. I'm not sure why your request didn't come through before. Did you get a response from your original e-mail, or a bounceback message from mail server?

At any rate, we apologize for missing you. I've sent an extra message directly to Doug (who handles subscriptions) to make sure you get unsubscribed and refunded as soon as possible. We'll respond further via email, though it will probably be early tomorrow as Doug is on East Coast US time.
