Is there a ruleset already created for this rpg? Or is there any in the works? Curious

None that I know of. But any game can be run using one of the generic rulesets; CoreRPG, MoreCore, DORCore. MC and DOEC both are community rulesets you can find ont he forums here.

There's one in the works, yes. It's being based on DORCore, and it is several months off before being ready for even an Alpha Release.
