Feature request: Encumbrance feature toggle & shortcut behavior

Currently the SWADE ruleset automatically calculates penalties for being encumbered.

Encumbrance: Add an option in the toggle to selectively have Armor Encumbrance OR inventory encumbrance or both.

I have also noticed that the shortcuts (attacks, damage) do not work when dragged onto a token or into the combat tracker. This is not consistent with how attacks and damage work from character sheets, which limits the value of the shortcuts.

I might suggest putting that up at https://savagefgii.idea.informer.com. I know the developers definitely use that to help gauge interest in feature requests in particular to help focus development.
