Need help figuring out how to create ranged touch attack and range increments for new spells, thank you.

Hi Wade welcome to FG.

A spell which requires a touch attack has a range of touch. A spell with a range just gives the range in feet.

Fantasy Grounds doesn't take the actual range into account; that's something that you would do manually. That is the player would look up the spell, see what the range is and determine if the target was within that range before making the attack roll or saving throw whichever is required. A spell with a range of touch would be a melee attack.

When you drag and drop the spell into the actions tab a spell with a range of touch will automatically be a melee attack and one with a range will show ranged as the type of attack. If the spell requires a save rather than a ranged or melee attack then FG will compute what the saving throw should be.

The best way to see this is to add some spells to a character and see what the results are. To see an example of all three types use Acid Splash, Shocking Grasp and Melf's Acid Arrow.

Ranged touch is present in D&D 3.5E and Pathfinder - i.e. a ranged attack against the "touch" AC of the target. There's no touch AC in D&D 5E, so a ranged touch attack from previous D&D versions is just a ranged attack in D&D 5E. And, as Zacchaeus mentions, a purely "touch" attack is a melee attack.
