Creating new effects question

I am trying my hand at creating effects for my Pathfinder game and have something I can't figure out and was hoping for some help.

I have a cleric in the group with the Good Domain and Touch of Good granted power. It effects different rolls with a modifier of half the cleric's level rounded down to a minimum of 1. I can't figure out how to incorporate the minimum of 1. Is there a way to add that minimum to my effect?

Touch of Good; ATK: [HLVL] sacred; SKILL: [HLVL] sacred; ABIL: [HLVL] sacred; SAVE: [HLVL] sacred

As far as I am aware the half level will do that for you. The effect would be ATK: [HLVL] etc. I think the minimum number would be 1.
