What happened to Sticky Windows ext?

I just went to d/l it and the main post simply says "removed" as of 12/21/18 with no explanation or anything

The was never a change in the wording of how we provide the ruleset code. Any time anyone asked about it, we gave the same answer about the code remaining private, both in forum posts and e-mails. The forum thread mentioned was simply putting it in a single place. The licensing for the the code we provide has never changed, as far as I know.
