Dont get messed up by the big written 149, have a look at the text on the left side in the window it displays "sale 111$"

Could you tell me why the ultimate licence is that expensive? Even an assassins creed costs less money for lots of more things..

Or do I even get 2 dlc of my choice as well when I buy that?

The ultimate license allows you to have unlicensed players connect.
It has no additional DLC.
It is a GMs license.

I snagged my second Ultimate license (so I can connect to myself without the localhost workaround and consuming resources/screen on the same computer and I can run the game from either of my computers depending upon whether I am on travel [most of the time] or at home), all of the Paizo content I hadn't already purchased (except Starfinder - that is for the next big sale), and a bunch of 3rd party stuff. Merry Christmas, me!

It is indeed good to have 2 licenses for testing purposes for the reasons mentioned, but it‘s not mandatory. I use a full license instead an ultimate license for this purpose. Ultimate is overkill. :-)

It is not overkill if you travel a lot and want to run from your power desktop at home and a decent laptop on the road.
