Ive tried researching this and still now sure how to implement into the game Im planning. Could someone advise me on how to do this?

Hi dlaselle and welcome

you probably need to at the least tell us what game system you are playing.
for 5e and 3.5e/pathfinder you can go into the Manage Characters and setup a Point Buy and costs to use.
basically each stat starts at 8
you have X points to add to stats.
up to 13 each point bumps your stat 1 for 1
14 and 15 cost 2 each
16 and 17 cost 3 each
18 costs 4 each
