What is the syntax for adding a -2 modifier to nay type of roll (skill or attack)?

...I can add ATK and SKILL as a string...was curious if there was a way to generally apply the mod to all rolls....

ATK: -2; SKILL: -2, athletics. This is for 5e (I made an assumption since you didn't mention the ruleset) but that should be pretty universal.

you can also be specific on the attack roll ATK: -2, range or ATK: -2, melee; SKILL: -2, stealth
