Drag-able Next Actor Button - Why?

Anyone know why (to what purpose) the "Next Actor Button" from the Combat Tracker is drag-able? And what do we drag it on too?

FYI - I'm looking at the CoreRPG Ruleset; line 61 of the template_ct.xml file.

Its Draggable to the HotKey bar.
Sometimes Players dont have the CT open.

Yea, I drag it to the hotkey bar in most campaigns. AS a GM it allows me to advance it easily when the players forget etc.

Cool, I didn't even know the players could advance it. I only started using the program recently.
