Is it possible to build a module for a homebrew campaign while using the free version? I am very well aware that I cannot actually host said module, but I need to know if I can create it now for When i get Ultimate in the near future. Thank you for you time!

It will not save any data you create other than a local character.

One thing you could do is get the standard subscription for a month or two to get your preparation work done. It wouldn't add much to the one-off cost of your ultimate license, if you are say waiting for the next sale.
