One question, Is this homebrew using the RPG data hidden in the Fallout Tactics: Brotherhood of Steel CD-rom files?

No this is a d100 system based on stats pulled from FO3. we even use an online FO3 character creator. How all of the in-game interactions are handled are homebrew. Combat plays much faster than 5e, for example, the party at level 5 was trapped in a storage complex and had to hold out against a tide of 100 feral ghouls and the combat took aroughly 60min.
