Welcome to the forums!
It depends what you're posting. If it's system specific stuff, put it in the relevant forum. If it's general RPG type stuff (not FG related) then the Commons is a good place.

I'm not familiar with it, but that sounds like the appropriate place. As long as you have permission to post that content publicly - or it is released under the OGL or a community commons license.

Nope. Copyright is copyright - it doesn't matter if you're publicly distributing stuff for no cost or no commercial use. So, please check how the material is released (OGL, CC, etc.). If in any doubt, please ask the owner of the material for their permission. Thanks.
