Creating a new character sheet like Vampire: The Masquerade

Hello, I am new here and I would like to know how can I create a new character sheet format? Like the Vampire the masquerade sheet.
The CoreRPG don't have the format sheet I am looking for (for example with those small circles instead of just a number).
Where can I find some tutorials or documentation to get started and create/develop a complete new character sheet?

I would suggest you start with taking a look at nWod ruleset which is made for new world of darkness. Or the existing Vampire ruleset. They are well made if a bit dated.
