Grey border area on all images

For a while now I have had an issue with images displaying a grey border area on the top of every image (see the attached image). If I open the image (the padlock) and close it again, then the grey box goes away. However, as soon as I reopen the image in question the grey box is back. Not game breaking, but rather annoying. Anyone else having this issue? Or maybe it's a feature (one that I am unaware of) and not a bug?

That border is actually an artifact of the toolbar that is supposed to be removed when the image is locked. Ever since last update, locked images retain the toolbar background until you unlock and relock them. This also can change the width and seems to crop part of the image off in the process.

This is a bug in a specific ruleset or general one?
