I am unsuccessfully trying to find if there is a way to create a fleshed out adversary, with a character sheet, and then dropping its character sheet in an encounter or an NPC. Is it possible?

For what ruleset? The only one that I am aware of where you can do this is Savage Worlds.

D&D 5th Edition, sorry for the lack of precision.

5E doesn't do it. The fields are not all the same between a PC and an NPC.

Yes there's a way, you can create an extension to do this easily enough. You just need to put in the elbow grease.

AD&D Core also ;) NPC->PC and PC->NPC.

Even if you create an extension to do this, you’ll have to make assumptions about how to convert things in each direction, since there are no official rules in 5E for converting PC to NPC or vice versa (that I’m aware of).
