New content is public after each restart of FG.

Custom content keeps going public/shared upon startup even though I un-shared the content and saved on a previous execution.

Any thoughts?

Try starting up your campaign, and running /flushdb command in the chat window. This will reset all shared content in the entire campaign database. Owned content (such as characters and notes) will remain owned.
