Can one player play two characters from the same FG program?

Not yet. That ability should be coming.
Someone found a way to share the character sheets. That is a work around until FG changes to allow this.

Yes, it's not too hard to change/create a custom ruleset in which the DM can share an editable charactersheet with a player.
Still, it's not an ideal situation as the extra character has no visible portrait and there is no way to tell which character is speaking (unless the player annotates the chat messages with character names)

ok, if that is out, can two instances of FG run on the sam comp?

It didn't work well on my pc. Your exp may vary.
It worked ok for about 10 min, then my pc would blue-screen.

Yes, in my experience it is possible for a player to fire up two instances of FG and connect to the same game (as long as you use different usernames)
However, whenever I have tried this I invariably experienced an FG or full system crash 5 or 10 minutes later. I can't definately say that the crash was caused by having multiple sessions running (was pre 1.05 and I was getting crashes anyway)
I'd suggest you try it and see how stable it is for you.
It seems to work quite happily for testing purposes. i.e. fire up a server, then fire up 2 or 3 client sessions all on the same server. Useful for testing ruleset modifications.

We had full system shutdowns when a player tried running two characters. Consistantly after 5-10 minutes. So good luck, but I don't like your chances.
