Unable to Add effects

I just Read the documentation into adding effects, and seems prety Straight Forward.

And I am trying to Ad done of my own

However....

I do not see the magnifying glass Anywhere I just can add spells eventhough I click on the star to add a new Power

Please let me know if there is something I am doing wrong

Nevermind I just realized my mistake I was trying to add an effect wthout putting the names First

Now everything is working as expected
