Apply Effect to a group without a spell action

How does one apply an effect to a group without using a spell action?

Say for instance someone uses an item that causes deaf/blindness in a 20f radius, If I shift select all those tokens and press the effect from the effect window, it just.... applies the effect to the current active token, absent of that it does nothing at all.

I feel like i'm missing something, however if I'm correct, I'll have to add this feature through an extension.

The effect would need to be applied from whoever is weilding the item not from the effects dialog.

So basically a spell action with targeted paramenters. Not everyone has everything prepared. A group 'apply to selected tokens' at current initiative is still useful.

I'll make this extension for myself then.

You can use the effects dialog but you would need to apply the effect to each individual rather than to a group.
