Module Sharing Doubt

I'll buy the XGtE module and I am about to start a new campaign as a player this time. I have two questions:
1) Can I create a character with the XGtE options in a campaign from another DM (that does not have the XGtE module)?
2) Can other players access the XGtE module to use any of the options in this case (ie not me being the DM of the table)?
