Character starting level & equipment: Students begin with a salary of $1500, $500 cash on hand, and may ask about personal effects. No one starts with a gun.
Character restrictions: Character must be either a student or alumnus of Miskatonic University. No skills higher than 66.

The story is simple and set in Arkham, Massachusetts circa 1957. Miskatonic University has a small department dedicated to the research of the occult and the supernatural. The group is lead by Professor Alan Farnby and backed up by Doctor Westly Armitage of the Orne Library. The Orne being the campus' own library within are locked volumes dedicated to the occult and the mythos itself. Your role is a student or faculty member who has joined this group under the premise of it being an easy mark. Nothing supernatural happens anymore, right? Your first assignment is given to you by Professor Farnby during one of the after hours meetings of what you could only call a "club" rather than a class. Farnby details a house in Boston that he'd like you to investigate at the request of its owner. From there things take a grave turn as you begin to realize that there are things beyond your comprehension in this world.

Sometimes you just have to start. Post weekly re-caps along with "Looking for one more sane, inquisitive and reliable player." at the end...
Otherwise trawl back thru LFG posts for any Cthulhu players and send them a PM and reply on their posts.
Many smaller games - eg not 5e - can take a little to a long while to fill. There are less of those players (the sane, inquisitive and reliable ones) and they visit less often.

Its what people know, its easy to learn, its fun, there are lots more players/GMs, its heroic etc etc...
