Hex Grid Not Lining Up

I am setting up a hex grid using the PFRPG ruleset and jave set the tokens to fill at both the 80% and 100% settings in options. Regrdless of the setting or wether I drop the icons from the tracker of my token bag, the tokens dont quite line up. See the attached picture for an example. Is this a known issue? Is there any way to fix on my end?
