Hilighting during mouse-overs?

Is it possible to create an object (any object, say static image, window open control, etc) that will "hilight" when you mouse over. Ive noticed that the text for link elements will do this, but can anything else? I've also noticed that the <frame> element contains a "hilight" attribute, what does this do?

Would this be something that is possible with the scripting portion of 1.6?

Highlight on mouse over is supported in the scripting interface.
