A xml tag that you can put in each file's beginning that defines whether that file is to be transferable when connecting to a DM (eg, <nontransferable /> , right before <root>). Clients would then make a corresponding dummy (an empty) file filled with just enough tags to get the program to start.
This would, for example, disallow the players from getting the stats on monsters (by downloading monsters.xml). It would also at least remove the automatic transfering of some commercial rulesets (such as the Complete SRD, so games put in the game calendar in which the GM has the CSRD but some players do not, the players do not get it automatically.)
