The Half-Elf allows you to choose which ability score to increase:

"Your Charisma score increases by 2, and two other ability scores of your choice increase by 1."

What wording would I use to narrow that down to just two ability scores, rather than the full list?

For example, I want "Your Dexterity score increases by 2, and either Intelligence or Wisdom increase by 1."

I don't think there is such wording. See this video (https://www.fantasygrounds.com/forums/showthread.php?36611-Video-tutorial-Races) for further information. Basically you can repeat the wording on any of the races you find in the PHB, SCAGPG or Volo's Guide and those should all work. I don't think any of them have a line which gives a choice of such a narrow band of abilities. Your best bet would be to create a new race giving the Charisma +2 and then create two subraces one giving +1 to intelligence and the other +1 to Wisdom.

Thank you for your response. I love your videos, it's what got me started into customizing FG for myself and also got me into minor XML editing. I have a completely unrelated question, I wonder if I should post it here rather than starting a new thread?

As far as Player Handbook links organizing races by alphabetical order:

What would you put for categories rather than letters? For example instead of A, B, C...I'd want Common Races, Uncommon Races, Rare Races.

I'm not an expert on the coding side but I think that section of code is simply putting things in alphabetical order. Not sure if you can sub category such things in the way you would want.
