Sci Fi Rule Question

In the Sci Fi Companion(print version page 32) it refers to Power Armor as Heavy Armor is that meant to be like Vehicle Armor requiring a Heavy Weapon to damage.

Ok thanks then that means the anti-Personnel System Packs would do no damage at all to the Power armor when fired, instead of half damage as they are not heavy weapons?
