The Ultimate license does not include any additional DLC over the Standard license.

Just to be clear - the "new" Pathfinder is official Pathfinder content in the form of DLC library modules, a graphical theme extension and adventure modules. This is all DLC available for purchase and no FG license gets any additional purchasable DLC.

The base Pathfinder ruleset (the structure to play Pathfinder in Fantasy Grounds) and the base PFRPG OGL library modules are available to all licenses, and always have been. The OGL library modules are not the same as the new Pathfinder official content and haven't changed from the form they've been in for a number of versions.
