I am unsure how often legendary actions recharge? Is it once a day? Once an encounter? Once a round?

Legendary actions recharge at the start of the creature's turn.

So if it has 3 legendary actions, it can use one at the end of a player's turn ... if one action counts as two actions it could only do two that round?

For example, an ancient brass dragon has 3 legendary actions.

It can make a Perception check at the end of a creature's turn up to 3 times before its next turn.
It can make a tail attack at the end of a creature's turn up to 3 times before its next turn.
It can make a wing attack (2 LAs) once after a creature's turn.

As long as it doesn't use more than 3 LA points and uses the LAs at the end of another creature's turn, it can do these in any combination.

Correct - as stated below. It can use up to three, so if an action costs 2, and it only has one left, it cannot do it. So, in the dragon case, it can attack with it's tail once, then flap it's wings. It can only take one Legendary Action after a player's turn.
