Subrace only or complex skill choice

Is there a way to create a subrace to an already existant race? Also is there a way to have a skill choice that is (X OR Y) AND (W OR Z)? Specifically that skill choice would be in a background if that makes a difference.

There's not a way to have a subrace of a subrace. But you can just create another subrace. Yes, you can have a skill choice in a background. If you look at this video (https://www.fantasygrounds.com/forums/showthread.php?36605-Creating-a-Background-video-tutorial) it shows you how to do that.

Ack! My apologies. What I was trying to all regarding the subrace was can I make a subrace for a race that already exists? So for example if I want to make a new elf subrace called mountain elves for example. Is there anyway for to create the subrace and without having to redoing the general elf part?

You cannot edit the official WotC races, but you can copy them by dragging the button into the Race field. You can edit the copy, and add as many subraces as you like. This video (https://www.youtube.com/watch?v=jYdl0sUYbUw) (also by Zacchaeus) shows how to create or edit races and use the right wording to make abilities automate properly.
