AL Newb question re: "Seasons"/Storylines

To earn any XP (as player or DM), do you have to be running things from the current season? Do your tiered characters "transfer" from one storyline to the next?

You earn XP per the guidelines in the current season DMPG. That being said you can run legacy stuff but are limited to the DMXP or Player XP/Rewards presented in the module not the updated DM XP guidelines.

You are still eligible for some of the DM quests using older season stuff a good amount of this seasons DM quests involve Season 5 and Storm Kings Thunder Hardcover.
In short pick up 3 documents for Season 5. The Players Guide, the DMs Guide and the DM Quests all of which can be found for free on DM's Guild page.

To answer question 2 your PC can play any season modules in any order. You keep all rewards and level and can play modules as long as you are the right tier. One exception being Season 4 traps you in Barovia and only certain modules allow you to leave or you can use a Downtime activity to bring the PC out.

Any PC (save Barovia issues) can play in any adventure that is for thier tier or level that a particular PC has never played before. Which works great because you could technically play back and forth between two games in a week. Just don't level out as you can't go back to those adventures and must continue on in high tier game. It's like a choose your own campaign in a way, since you make your own story.

Even though you can't repeat with a particular PC, you can repeat with a different PC.

Oh, and you can save those DM rewards and apply them when you want. So you can add some to a new PC so they are leveled out of the box, or to a established PC needing a bump.
