without vpn no issue downloading
with vpn no issue downloading

it runs through all the packages checking for updates and steam manifest, relaunches the game. no change.

Tried going through steam to uninstall + re-download, same error.

Ended up manually removing files+uninstal, restart, VPN, re-download, update.
