Encounters Error > Can't drop NPCs in Encounter

Hello

Recently I installed the new Dark Hersey Ruleset 3.2.1

Basically when I create an encounter and drop an NPC into the window

ie> Drop NPC links here to add encounter

Thoughts / Solutions?
