Fright Check Question (Rippers Resurrected)

When rolling on the fright table, I'm unclear on how to calculate the modifiers. Specifically - what is the fright level penalty/where do I find it for the roll modifier (page 31 of the Players Guide)?

The modifiers usually come from the monster so a Fear -2 monster is a +2 modifier on the Fright table.

The part that's throwing me is the description on page 31 which seems to imply they are 2 separate modifiers where "His spirit check is modified by the Fright Level Penalty as well as the monsters Fear modifier." So in your example, isn't the modifier the -2 you referenced as the monsters fear modifier plus something else?
