NPC abilities don't auto parse in 3.5e/Pathfinder, the text description is there for information purposes. The ruleset will interpret the attack/damage strings, AC, saves, skills and immunities/DR, but that's about it.

The best you can do for abilities/feats is manually enter abilities as "spells" (although they're not spells) and then use actions/effects to code them. Some example effects are here: https://www.fantasygrounds.com/forums/showthread.php?18006-Effects-library

I'm not familiar enough with 3.5 but a good place to start your research is here (https://www.fantasygrounds.com/wiki/index.php/User_Guides). You'll also find a number of video tutorials here (https://www.fantasygrounds.com/wiki/index.php/Videos)

I know you mention 3.5e, but you might be able to make use of the Pathfinder NPC and spells modules here: https://www.fantasygrounds.com/forums/showthread.php?16074-List-of-Modules

Some of the bestiaries there include spell entries, and this spell module has most of the effects coded with the spells: https://www.fantasygrounds.com/forums/showthread.php?24614-Farnaby-s-PFRPG-Spellbook It should give you some good examples of what you can do with abilities.

okay here is a question, is there a way to create a rule set for fantasy grounds? i am asking because i am willing to put in the effort to make a fully functional 3.5 rule set that includes Forgotten realms, rokugan, Eberron, and everything else that i seem to be having problems with when making a character. is there a way to contact the developers and just help out make it work?

But keep in mind that you're limited to OGL material only as there is no commercial agreement for 3.5e on 5e.

And the 3.5E OGL material and core rulebook PFRPG OGL material are already included with the default installation of Fantasy Grounds.

Jaekaido the Fantasy Grounds 3.5e ruleset has more features than any competing VTT already. Spend some time working thru it small pieces at a time. Watch some intro videos on CoreRPG and some of the older 3.5e and 4e videos. If you are new to Fantasy Grounds running level 20 Gestalt might be challenging. Then again - just use a small feature set to start with and build up as you and your players get more comfortable.
