A couple of the Pathfinder PDFs I own make remarks about character "templates." Is that something FG supports, or is there an analog? Or, how have people been handling them in FG at all?

Creature templates, such as these: https://paizo.com/pathfinderRPG/prd/bestiary/monsterAdvancement.html can be applied to NPC records through the Advanced Bestiary functionality available in this product: https://www.fantasygrounds.com/store/product.xcp?id=GRR2901e

You can also apply quite a few templates quickly by a manual edit of the NPC statblock and application of relevant effects. How well this works will depend on the template complexity, and your knowledge of what abilities/rolls/stats should be modified by a template change.

Ok maybe it was Creature templates not Character templates. So, they aren't a thing with FG unless you own the Advanced Bestiary + extension? Because the project I might work on uses templates and if I have to require yet another $30 purchase that might turn off customers.

The only mechanic (other than manual modification + effects) that handles templates directly is the Advanced Bestiary.

Your options (other than the Advanced Bestiary) are to either create an extension that handles very specific templates (using LUA code to make the needed changes to the NPC for each template - complexity will depend on each template and the number of templates) or use manual edits + effects.
