Is there a way to move things around on the action tab.

For what ruleset? And I think the answer is no.

Switch the Display to 'Group' and then change the name in the second field to the name of a different (or new) group. It will move the power. If you leave the field empty, it will default to the 'POWERS' group. Powers I think go to the cantrip section of 'Spells'.

you certainly can't physically move things but Nickademus' idea is a good one if you want to move Powers around.

Click the mode buttons at the bottom of the tab to cycle through the options.

3.5 rule set

The method I listed was for D&D 5e. The PF/3.5e ruleset isn't automated and doesn't have the same sections. Thus there is no Display button.

I'm not sure what you are trying to do. More details would obviously help. At any rate, try dragging the link icon (default is a red square with a white FG-dragon icon) from the current spell class to the desired spell class.
