What is the easiest tool to make tavern and shop maps for inclusion in existing adventures?

Easiest? That will vary a lot in what you have available and what you have experience in.
I would give this a go.

Thank you both for your comments. I am using Pyromancers. Quick, easy to use, and free. All great traits.
There is a little bit of a learning curve, but not too bad. I quickly made an Inn and a Provisions shop. They're not great, bud decent enough to use.

You wont make too may maps of store quality with Pyromancers - at least not with some good practice - but for whipping up maps in a hurry - its awesome!

Personally, I like to use Campaign cartographer 3 and some of it's accessories for all of my map building. It's a little pricey, but, if your a dedicated DM that likes cartography and building your own world from scratch, it's the way to go. You can do so many styles and forms of maps. Nothing comes close to it.
